Solutions
1.Check network quality

Open a terminal and test.
ping -n 20 teams.microsoft.com -
Watch for packet loss or response times above 200 ms.

If Wi-Fi is weak, switch to LAN or a different network.
2.Lower the VPN MTU

If VPN is active, set the VPN client MTU to 1400 or 1380.

Reconnect and relaunch Teams.
3.Disable antivirus TLS scanner

Open your antivirus and look for 'HTTPS scan' or 'SSL inspection'.

Disable that feature temporarily.

Try sign-in again.
